Available differences are ToolCargo calculations in exact decimal USD, not floating-point approximations.
Amounts and interpretation
Amounts are original decimal US-dollar strings with cents; ToolCargo does not divide them into millions or billions. Source string-null or JSON-null values stay missing. Published zeros are preserved as recorded, while the source warns that some older component history used zero placeholders. The supported era starts when daily component data begins; missing or zero fields do not establish a complete historical breakdown.
These are outstanding debt stocks. A difference between two stocks is not the budget deficit, gross borrowing, a debt-limit compliance finding, debt-to-GDP or a personal financial recommendation. Treasury’s separate Monthly Treasury Statement is not exposed by this connector.
Publication dates and revisions
The source defines record_date as publication date and describes business-day updates with previous-business-day data. ToolCargo retains the source date without shifting it or inventing an economic as-of instant. fetchedAt is retrieval time. Source update timestamps and immutable revision identities are unavailable and remain null; do not claim real-time balances or permanently final historical values.
Source validation and bounds
Only the fixed Debt to the Penny endpoint and selected fields are requested. ToolCargo validates complete counts, field types and formats, calendar dates, unique records and the requested date scope. Links are not followed. A shared exact-token provider lease serializes at most two starts per operation, spaced at least 1.1 seconds apart, with source Retry-After cooldown. JSON responses are bounded to 256 KiB and 15 seconds within a 35-second operation. No result cache, stale fallback, redirects, automatic retries, arbitrary queries, downloads or credential forwarding.
Source and attribution
Data source: U.S. Department of the Treasury, Bureau of the Fiscal Service. Preserve the dataset link, publication dates and retrieval times. ToolCargo selects, validates and orders metadata and computes labelled differences; this is not Treasury-authored output or endorsement. Treasury offers the underlying data freely for commercial and non-commercial reuse. ToolCargo plan charges concern hosted access and processing; the source data remain freely available at Treasury.
